Classified: Plan for Developing the Valleys

Acquired from Aberrant Zone 2 packages. Can be submitted to complete commissions.

Classified records of plans for developing various valleys. The entire project starts with Valley I, Valley II, Valley III, Valley IV, Valley V, and more beyond. If things work according to plan, these production sites would be part of a network linked with Talos City, and become a powerful arm that stretches to the North.
